The present invention provides an electrochemical reduction method using an electron transfer mediator, a method for manufacturing a metal catalyst using the electrochemical reduction method, and a metal catalyst manufactured by the manufacturing method. The electrochemical reduction method may comprise the steps of: supplying a conductor to one side of an insulator; supplying a solution containing a material to be reduced and an electron transfer mediator to the other side of the insulator; and supplying voltage to the conductor. The method for manufacturing a metal catalyst may comprise the steps of: supplying a conductor to one side of an insulator; supplying a solution containing metal ions and an electron transfer mediator to the other side of the insulator; and supplying voltage to the conductor.
