The present invention relates to an emergency train control system capable of automatically generating a partial operation route for partial operation of a train and an emergency operation schedule of a train when an emergency such as an accident occurs. According to one embodiment of the present invention, an emergency train control system includes a partial operation area determination unit to determine a partial operation area capable of train operation by using information of a first turnout adjacent to a train station or parking space where an accident happened, or information of a second turnout adjacent to the end station of a main line; a partial operation route generator to generate a partial operation route by using rail node and link information of a rail included in the partial operation area; and a train emergency operation schedule generator to generate a train operation schedule in an emergency situation according to the partial operation route and to transmit the generated train operation schedule to a train; wherein the partial operation area includes at least one of a first type capable of turning and entering/exiting a train, a second type capable of turning but not of entering/exiting a train, and a third type not capable of turning and entering/exiting a train.
