The present invention relates to a porous spur dike structure for constructing a pool-riffle and a method for constructing a pool-riffle by using a porous spur dike structure which guides the formation of a sand bar according to earth and sand accumulation on both banks of a river and the formation of a riffle in the center of the river by changing the speed and flow of the river while preventing the collapse of the river due to scouring and securing the continuity of the river, which improves environment by securing plant spreading and water purification functions and which constructs an organism habitat by guiding the topography formation for the pool-riffle.
