The present invention relates to a turbine generator of a small hydraulic power generating system using treated water from a sewage treatment plant and a construction system structure. A rod (4) is formed on a rotary shaft of a turbine runner (1), and one stator (7) covering the rod (4) is formed on the center of the rod (4). Two permanent magnets (5) are symmetrically formed around the stator (7) in the vertical direction and allow the turbine runner (1) to rotate. Therefore, the present invention obtains higher economic efficiency in comparison with a power generating system using a river by reducing the initial investment costs since the costs required for engineering works such as constructing a dam across a river is not incurred. The present invention enables the generation of power at high efficiency by a supply of stable water and increases the efficiency of generating power to double as the operational efficiency is approximately 90% or greater which is double the operational efficiency of the power generating system using a river (approximately 40-50%). Furthermore, the present invention increases velocity by installing a venturi in a headrace of an outlet of the sewage treatment plant and enables to increase strength and vibration absorption by filling a steel pipe and an inner cavity.
