Fermented ginseng is provided to increase a bioconversion saponinby co-fermentation of fungi and lactic acid bacteria and to show an excellent anti-inflammatory, an anti-cancer, and an antiallergic effect. A manufacturing method of fermented ginseng is characterized in that a content of ginsenoside is increased by fermenting raw material ginseng into fungi and lactic acid bacteria at the same time. The fermented ginseng is fermented by adding an enzyme expression inducer in order to accelerate a secretion of the fungi and the lactic acid bacteria. The raw material ginseng is selected from a group consisting of ginseng, ginseng Radix rubra, raw ginseng and Ginseng Radix alba. The fungi is selected from a group consisting of aspergillus oryzae, aspergillus niger, aspergillus awamori, aspergillus shirousami, rhizopus oryzae, rhizopus japonicus, rhizopus microsporus.
