The present invention relates to an eco-friendly ground pavement composition including: a soft ground as a base of a ground pavement layer; an aggregate layer placed on top of the soft ground and containing a plurality of aggregates; an intermediate layer placed on top of the aggregate layer and containing a plurality pulverized rock materials having gravel, sand, and silt different in particle sizes; and a surface layer placed on top of the intermediate layer and forming the surface of the ground pavement layer, wherein the gravel, sand, and silt constituting the pulverized rock materials have different sections from each other and are coupled to each other by means of water. The construction method using the eco-friendly ground pavement composition includes the steps of: excavating a site on which ground pavement is conducted and rolling the soft ground; paving aggregates on the rolled soft ground; placing the pulverized rock materials containing the gravel, sand, and silt on the paved aggregates; and placing the surface layer on the pulverized rock materials, wherein the step of placing the pulverized rock materials includes the steps of making the sections of the gravel, sand, and silt different from each other; and coupling the gravel, sand, and silt having the different sections to each other by means of water.
