The present invention relates to a method for using surplus electricity which occurs during car driving and an apparatus to use surplus electricity which occurs during car driving which can reduce exhaust gas emissions by heating coolant, and a catalyst contained in the engine using surplus electricity which occurs during car driving; can efficiently use surplus electricity which occurs during car driving and, more specifically, can significantly reduce the exhaust gas emissions when the engine is reignited after the car drives on a downhill road.
