The present invention relates to an extensible markup language (XML)-based push alarm system under portable mobile environment and a method thereof and, more particularly, to an XML-based push alarm system under a portable mobile security element and a method thereof. In the present invention, the XML-based push alarm system under portable mobile environment comprises a terminal (100) outputting a control signal for determining whether there is a data transmission request; and a push server (200) which receives the control signal for determining whether there is a data transmission request from the terminal (100), connects data communication by transmitting a data transmission request signal to the terminal (100) according to generation of event information corresponding to the terminal (100), and transmits data according to occurrence of an event to the terminal (100).
