The present invention relates to a water-in-oil type emulsion cosmetic composition including high contents of internal phase and to an efficient method for preparing the emulsion cosmetic composition. Specifically, the water-in-oil type emulsion cosmetic composition is prepared by the following steps: preparing water-in-oil type emulsion by adding and stirring 30-50 wt% of aqueous components based on total aqueous components to oil phase components; and adding the water-in-oil type emulsion to remained aqueous components.
