The present invention relates to a cosmetic composition of water-in-oil type emulsion which contains ceramide having excellent skin moisturizing ability and includes high internal phase, and to a method for efficiently preparing the emulsion cosmetic composition. Specifically, the cosmetic composition is prepared by a method which comprises a step for preparing the cosmetic composition of water-in-oil type by stirring while adding 20-40 wt% of aqueous phase component from the total aqueous phase component into oil phase component; and a step for adding the water-in-oil type emulsion into the remaining aqueous phase component.
