PROBLEM TO BE SOLVED: To provide a technique capable of achieving access control to peripheral devices arranged on a network and reducing an operation cost for peripheral device management.SOLUTION: A resource management device comprises: a peripheral device network connection unit 11 which connects a peripheral device 90 to a network; a first virtual network generation unit 12 which generates a VLAN1 between the peripheral device network connection unit 11 and a peripheral device mounting device 20; a peripheral device network identification information acquisition unit 13 which acquires network identification information of the peripheral device 90; a device driver application unit 14; a peripheral device detailed information acquisition unit 15 which acquires detailed information of the peripheral device 90; a resource information generation unit 16 which generates resource information including the network identification information and detailed information of the peripheral device 90; and a second virtual network generation unit 17 which generates a VLAN2 between the network identification information of the peripheral device 90 and the network identification information of a peripheral device network connection unit 31 of a computer device 30.
