PROBLEM TO BE SOLVED: To provide an electrolyte membrane modification technique capable of forming a catalyst layer of uniform thickness, and to provide a production technique of a membrane/catalyst layer assembly.SOLUTION: An electrolyte membrane 2 is transported continuously in roll-to-roll system by means of a first unwinding roller 71 and a first take-up roller 74. The electrolyte membrane 2 contains perfluorocarbon sulfonic acid and polytetrafluoroethylene as a reinforcement material. The front surface of the electrolyte membrane 2, transported while sticking the back surface to a back sheet, is irradiated with ultraviolet light from an ultraviolet light irradiation unit 72. Thereafter, the electrolyte membrane 2 is hot-pressed by means of a pair of heated press rollers 73, 73. A membrane/catalyst layer assembly can be produced by coating the electrolyte membrane 2, modified by ultraviolet light irradiation and hot-press, with an electrode ink and then drying the ink, thereby forming a catalyst layer of uniform thickness.
