PROBLEM TO BE SOLVED: To provide an improved extremely low nitrogen oxide burner to which an internal recirculation technique is applied.SOLUTION: An extremely low nitrogen oxide burner according to the present invention includes: a primary fuel injector supplying a main fuel into a combustion furnace; a secondary fuel injector that is at least one secondary fuel injector arranged around the primary fuel injector and arranged so that a tip end thereof enters the combustion furnace; a recirculation induction unit recirculating combustion gas generated in the combustion furnace into the combustion furnace by hydrodynamic power; a fuel supply unit supplying fuels to the primary fuel injector and the secondary fuel injector; an oxidant supply unit supplying oxidant to a space between the primary fuel injector and the secondary fuel injector; and an air multistage sleeve arranged to surround the primary fuel injector for air multistage, the oxidant supplied from the oxidant supply unit being supplied to the multistage via inside/outside of the air multistage sleeve.
