PROBLEM TO BE SOLVED: To provide an observation information processing device, an observation information processing method, and an observation information processing program which accurately estimate a two or three dimensional speed of an observation object from a one dimensional speed of the observation object along the direction of a sight line of a sensor.SOLUTION: An observation information processing device 10 includes a speed estimation part 30 for estimating a two or three dimensional speed from a one dimensional speed of an observation object along a direction of a sensor sight line acquired by a meteorological sensor S by applying a linear inverse problem solution to a predetermined linear equation that associates a first vector including all speed vectors in each lattice point of an orthogonal coordinate system as elements, a second vector including all regions including the first vector of the speed vector in each lattice point of a polar coordinate system as elements, and a third vector including a speed observation value of all regions including the first vector in the direction of a sight line of a sensor by using a coordinate transformation matrix and a projection matrix.
