PROBLEM TO BE SOLVED: To provide a toner for electrostatic latent image development that can achieve sufficiently low fixing temperature and fixing load.SOLUTION: A toner for electrostatic latent image development of the present invention includes a toner core including a binder resin, a shell layer coating the surface of the toner core, and fine particles having higher hardness than the shell layer. The shell layer includes a thermosetting resin and has the fine particles therein. The fine particles having higher hardness than the shell layer are preferably contained in an amount of 0.1 mass% or more and 5.0 mass% or less.
