PROBLEM TO BE SOLVED: To provide a lane change planning device capable of reducing a travel time or improving safety by making a plan for when to change a lane.SOLUTION: The lane change planning device includes: acquisition means for acquiring the speed information and vehicle position information of the other vehicle traveling through a link; calculation means for calculating expected time when a vehicle passes the terminal of the link in the case where the vehicle travels in a current travel lane and the other lane by a predetermined simulation method by using the acquired speed information and vehicle position information of the other vehicle; selection means for selecting the lane in which the vehicle passes the terminal of the link on the earliest expected time among the calculated expected time in each lane; and control means for controlling the predetermined vehicle to move to the selected lane when the selected lane is not the current travel lane.
