PROBLEM TO BE SOLVED: To collect and manage background information with high objectivity without requiring a user himself/herself to create the background information.SOLUTION: PHR (Personal Health Record) server SSV periodically accesses to other service system Es and collects new utilization information that a user has submitted. After a data format discrimination unit 12 discriminates whether a data format of the collected utilization information is text data or image data, the PHR server SSV performs a sentence analysis or an image analysis according to the discrimination result under a control of an analysis processing unit 13 and extracts keywords related to previously defined health information. A registration control unit 14 stores, as the background information, the extracted keywords associated with a user ID in a background information database BD.
