PROBLEM TO BE SOLVED: To suppress a decrease in battery performance associated with an insulation abnormality between a cell stack and a support thereof.SOLUTION: A monitoring device monitors a cartridge 201 including: a cell stack 101 in which a fuel battery cell 105 is formed; supports 225a and 225b which support the cell stack 101 and in which insulation properties are secured between themselves and the cell stack 101; and a power collector 240 which collects power from the cell stack 101. The monitoring device comprises an insulation information acquisition unit 40 which acquires insulation information including potential difference between the collector 240 and the supports 225a and 225b or a resistance value, and a monitoring unit which monitors the insulation state between the supports 225a and 225b and the cell stack 101 on the basis of the insulation information.
