PROBLEM TO BE SOLVED: To provide a fuel poor solubility coat agent forming a coating film having excellent dissolution resistance to a fuel, and a laminate, a fuel tank and a fuel based component using the fuel poor solubility coat agent.SOLUTION: Provided is a fuel poor solubility coat agent comprising: (A) a polyolefin resin including an unsaturated carboxylic acid component by 0.5 to 15 mass% and whose melt flow rate at 190°C at a load of 2,160 g is 0.1 to 100 g/10 min; dihydrazide dicarboxylate having carbon atoms by 2 to 10 pieces as a cross-linking agent (B); and (C) a solvent, and in which (A) the polyolefin resin and (B) the cross-linking agent are dissolved and/or dispersed into the solvent (C).
