PROBLEM TO BE SOLVED: To easily and simply manufacture a plate cylinder with protrusions having a plurality of protrusions on the surface.SOLUTION: The method of manufacturing the plate cylinder with protrusions includes the steps of: preparing a blank plate cylinder 35A having a copper layer 2 on the surface thereof; coating a photosensitive material 3 over the entire area of the copper layer 2 on the surface of the blank plate cylinder 35A; and forming a resist 4 on a portion corresponding to a protrusion 35a by exposing and developing the photosensitive material 3. The protrusion 35a is formed on the copper layer 2 by applying a first etching with respect to the copper layer 2 on the surface of the blank plate cylinder 35A. Thereafter, the resist 4 is removed from the top of the protrusion 35a. A second etching is applied again on the protrusion 35a, and a vertical cross sectional shape of a tip end 35b of the protrusion 35a is curved. Thereafter, a chromium-plated layer 5 is formed on the entire area of the copper layer by applying chromium plating.
