PROBLEM TO BE SOLVED: To efficiently process highly useful reception frames by decrypting encrypted data included in reception frames acquired from a plurality of in-vehicle communication apparatus in appropriate order.SOLUTION: Provided is a road side communication apparatus 2 which receives wireless signals transmitted from an in-vehicle communication apparatus 3. The road side communication apparatus 2 comprises: a demodulation unit (reception unit 40) for demodulating wireless signals which are modulated signals of transmission frames having a first area for storing non-encrypted data and a second area for storing encrypted data to extract reception frames; a setting unit 52 for setting priority of the reception frames on the basis of contents of the non-encrypted data included in the first area of the extracted reception frames; and a decryption unit 54 for decrypting the encrypted data included in the second area of the reception frames according to the set priority.
