PROBLEM TO BE SOLVED: To enhance an encoding efficiency and easily expand processing capacity in video encoding/decoding process, while suppressing an increase in capacity and band frequency of a frame memory.;SOLUTION: A bit-length extension converter 102 converts an object image having a pixel value represented by a bit length N, into an image having a pixel value represented a bit length M. A compressor 110 encodes a converted image. An expander 111 restores the encoded image. A bit-length reducing converter 113 converts the restored image into a reproduced image represented by the bit length L shorter than the bit length M; and the reproduced image is stored into a frame memory 114 as a reference image.;COPYRIGHT: (C)2010,JPO&INPIT
