Short-circuiting means 5, as it is possessed inside wind tunnel section 8, as discharge resistance 4 and the revolving shaft it is possessed near the destal of the rotary section 11 which exposes from the destal of 11 which has conductor C1 and C2 which it continues and wind tunnel section 8, the case of aforementioned discharge revolving shaft 11 the time have with the short circuit operating member 12 which shorts discharge terminal P and N with conductor C1 and C2 for the shaft center by the fact that it makes move.
