PROBLEM TO BE SOLVED: To identify whether a cut-out character candidate image is a character image or a non-character image in a short time.SOLUTION: An image in an area determined to have a possibility to be a character image is cut out as a character candidate image by a character candidate image cut-out unit 21, and normalized to a predetermined size by an image size normalization unit 22. Feature amount extractors 31-31sequentially extract feature amounts based on mutually different plural image characteristics from the normalized character candidate image. Based on the extracted feature amounts, character identifiers 32-32calculate an identification value indicating the possibility that the character candidate image is a character image or the possibility that the character candidate image is a non-character image, and compare the identification value with a threshold to identify whether the character candidate image is a character image, a non-character image, or an unknown image. When the character candidate image is identified to be a character image or a non-character image by at least one character identifier 32, a determiner 24 determines that the character candidate image is a character image or a non-character image.
