PROBLEM TO BE SOLVED: To provide a character image specifying device capable of performing a desired process on a handwritten character image which is difficult for a human to read without executing a process on a handwritten character image which can be read by a human. A character image specifying device according to the present invention includes a reading unit, a first analysis unit 31, a second analysis unit 32, and a identification unit 33. The reading unit reads a plurality of handwritten character images included in the document. The first analysis unit 31 analyzes a plurality of handwritten character images with the first analysis accuracy. The second analysis unit 32 analyzes a plurality of handwritten character images with the second analysis accuracy. The second analysis accuracy is lower than the first analysis accuracy. The identification unit 33 compares the first analysis result and the second analysis result, and identifies the handwritten character image to be corrected among the plurality of handwritten character images based on the comparison result.
