In order to provide a charge/discharge control device which can reliably prevent accidental charging of an electric accumulator after bleed off of the charge of the electric accumulator a charge/discharge control method therefor and a hybrid work machine provided with the charge/discharge control device the charge/discharge control device is provided with: a capacitor (25) which accumulates electrical energy generated by a motor generator (19) coupled to an engine (17) and can drive the motor generator (19) or a swing motor (23) with the accumulated electrical energy; and a capacitor charge/discharge control unit (C21) which controls the transfer of electrical energy between the capacitor (25) motor generator (19) and swing motor (23). The capacitor charge/discharge control unit (C21) implements charge/discharge control which causes the electrical energy of the capacitor (25) to be discharged during driving of the engine (17) and permits recharging of the capacitor (25) after the capacitor (25) has finished discharging under the condition that a state of less than or equal to a predetermined rotational speed of the engine is maintained for a predetermined amount of time.
