Provided are: a catalyst for reforming a hydrocarbon-based gas, which is capable of efficiently generating hydrogen and carbon monoxide by reacting a hydrocarbon-based starting material gas with carbon dioxide, while suppressing deposition of carbon; and a method for reforming a hydrocarbon-based gas, which uses this catalyst for reforming a hydrocarbon-based gas.A catalyst, which is used for the purpose of reforming a hydrocarbon-based gas with use of carbon dioxide and generating a synthetic gas that contains carbon monoxide and hydrogen, is configured such that the molar ratio of Sr to Ti and Ni satisfies Sr/(Ti + Ni) = 1.80-2.20 and the molar ratio of Ni to Ti satisfies Ni/Ti = 0.11-1.00. In addition, this catalyst is configured to contain, as a main component, an NiO-Sr2TiO4 solid solution wherein NiO is solid-solved in Sr2TiO4.A hydrocarbon-based gas and carbon dioxide are reacted with each other using this catalyst, so that a synthetic gas that contains carbon monoxide and hydrogen is generated.
