To provide: a tool path generation device for generating, in a simple manner, a high-machining-efficiency path without the tool load becoming excessive irrespective of shape; a tool path generation method; and a program. A tool movement region formed by movement of a tool (T) in accordance with a machining path (60) is removed from a non-machined section (40) of a machining range (20) and the non-machined section (40) is updated until the machining path (60) cannot be generated within a tool movement limit line (30). An outline (45) of a portion that is to be cut by the tool (T) in the updated non-machined section (40) is newly set. The outline (45) is offset by the difference between the pitch (p) and the radius (r1) of the tool (T), a portion (47) of the offset outline (46) located within the tool movement limit line (30) is extracted, and a cutting path (61) is generated. An arcuate return path (62) is imparted to both ends of the cutting path (61) and the next machining path (60) is generated.
