Disclosed are a communications method and apparatus in a TDD-FDD combination system. The present invention provides a solution for an HARQ time sequence and DCI of TDD-FDD carrier aggregation. In an embodiment, downlink DCI does not comprise an SRS request bit or a bit filled according to the load bit number of a corresponding DCI format 0 or a flag bit of a format 0/1A. By means of the technical solution provided in the present invention, the redundancy overhead of the DCI is reduced, and the coverage range of the DCI is increased or the capacity of a physical downlink control channel is improved.
