Disclosed is an information issuing system, comprising an information issuing server, a network platform, a plurality of control terminals and a plurality of LED display screens. The information issuing server is connected to the Internet through the network platform and then communicates with all the control terminals, thereby achieving unified management and control of all the control terminals. The control terminals are connected to the information issuing server through the network platform, so as to download a specific file and/or a specific media, wherein each control terminal is connected with an LED display screen, and drives the corresponding LED display screen to display an image according to the downloaded specific file and/or the downloaded specific media. The information issuing system is characterized in that each control terminal comprises a stand-alone play module, a networking communication module connected with the stand-alone play module, and an LED display screen control module connected with the stand-alone play module, wherein the stand-alone play module is networked by the networking communication module to access the information issuing server, receives the specific file and the specific media from the information issuing server and processes the received specific file and the received specific media into an image to be displayed; and the LED display screen control module receives the image to be displayed and drives the LED display screen to display the corresponding image, thereby realizing an information issuing function.
