Provided are a steel pipe pile for pressure grouting, which enables simultaneous penetration and pressure grouting and obtains skin friction force through the entire section of the steel pipe pile; a penetration device thereof; and a construction method of a pile using the same. The steel pipe pile for pressure grouting and the penetration device thereof according to an embodiment of the present invention comprise: a head assembly which is connected to the output end of a drive head driven by hydraulic pressure; and a steel pipe pile for rotation which is connected to the head assembly and penetrates the ground through rotation by receiving rotation force. The steel pipe pile for rotation comprises a lower steel pipe pile, a hollow screw shaft, and an upper steel pipe pile.
