The present invention comprises: a filter; a strong alkaline water spreading device means which aerates anions and hydroxyl radicals on the bottom of waste oil and water flowing from an oil and water separation tank having an aeration tank, raises waste oil and water to the water surface on the upper, sprays strong alkaline water on the water surface which waste oil and water is raised, dissolves waste fat in the sewage, and decomposes waste oil dissolved on the upper of waste oil and water by hydroxyl radicals and anions which are aerated; and a control box including a bubble generator generating and supplying bubble to an electrolytic bath for generating the strong alkaline water and the hydroxyl radical aeration means, and a control unit mounting the hydroxyl radical aeration means and the bubble generator, and controlling strong alkaline water and hydroxyl radicals, or an anion aeration means and the bubble generator.
