The present invention relates to a minimum cross-linked ethylene vinyl acetate (EVA) copolymer and to a manufacturing method thereof, and more specifically, to a composition for manufacturing an EVA copolymer which has high fusion tension and low existence density of fish eye by minimum cross-linking, to the EVA copolymer, and to a manufacturing method thereof. According to the present invention, the composition comprises: 50-500 ppm of one or more types selected from a dialkylperoxide-based cross-linking agent having the decomposition temperature of 130-190C having a half period for one minute, desirably 170-180C, an alkylperoxidester-based cross linking agent, or a peroxiketal-based cross-linking agent, or organic peroxides; 50-250 ppm of a cross-linking preparation; 100-1500 ppm of a diluent; and 50-600 ppm of an antioxidant, wherein ethylene vinyl acetate (EVA) has the melting flow index (MI) of 8-25g/10min, and 26-28 wt% of the content of vinyl acetate (VA).
