The present invention relates to a field of low temperature charge and discharge performance test for an energy-type power lithium ion battery more specifically, relates to a system and a method for detecting low temperature charge and discharge performance of energy-type power lithium ion battery in high and cold area. The present invention suggests a solution to resolve a problem of an incorrect test of low temperature charge and discharge performance for an energy-type power lithium ion battery. The present invention comprises a low temperature thermostat box, a battery charge and discharge test device and a battery performance test device, whereas the battery performance test device executes an nC magnification charge and discharge test for an energy-type power lithium ion battery to measure by controlling the energy charge and discharge test device, and calculates a value obtained by dividing charge capacity of the battery to measure by rated capacity of the batter to measure, that is, an nC magnification charge performance confirmation coefficient. Where, n is an integer less than or equal to 2, used in measuring charge and discharge performance of an energy-type power lithium ion battery.
