Provided are a system, a method, an apparatus, and a computer program product for optimal procedure, signaling, and constitution for mobility state estimation (MSE) and/or mobility history information reporting. One method comprises the steps of: reporting mobility information to a relating network by a user device; and displaying one or more time period existing outside of service coverage of the network.
