In the present invention, provided are an alloy catalyst of platinum and gold having resistance to poisoned phosphate, a membrane-electrode assembly, polymer fuel cell at high temperatures including the same and a manufacturing method thereof wherein the alloy catalyst of platinum and gold has strong resistance to poisoned phosphate while having a high activity for oxygen and reduction reaction (ORR), thereby being used in polymer electrolyte membrane fuel cells at high temperatures having a poisoned phosphate caused by using phosphate impregnation membrane.
