The present invention relates to a method for issuing electronic money and a payment method using the same, which make chargeable virtual money which is electronic money that can be used online and can be distinguished by a serial number, and issue the virtual money to an online product purchaser, who uses electronic money with a serial number as a payment means at an online store. A variety of payment means can be used for online transactions. The online store needs to be linked with a payment system of each payment agency and has to install a linking module for each payment mean to use various payment means. Moreover, a product purchaser needs to build an environment required for payment means on a terminal and use the personal and financial information for every payment. Receiving electronic money with a serial number is similar to purchasing an online product at present, but the purchased product is not a general product but virtual money with a serial number. This serial number can be generated automatically or by the user in person. When the user purchases a product by using electronic money with a serial number issued, the user pays with the serial number, and thus, the user does not need to build any environment on a terminal and does not need the personal or financial information.
