A hot rolled steel sheet having excellent composite corrosion resistance for sulfuric acid and hydrochloric acid and a method for manufacturing the same are disclosed. According to one aspect of the present invention, the hot rolled steel sheet having excellent composite corrosion resistance for sulfuric acid and hydrochloric acid comprises 0.05-0.1 wt% of C, 0.5-1.5 wt% of Mn, 0.02 wt% or less of P, 0.02 wt% or less of S, 0.01-0.1 wt% of Al, 0.2-0.7 wt% of Cu, 0.05-0.1 wt% of Sb, and the balance of Fe and other inevitable impurities. Cu and Sb are condensed within a distance of 500 nm from the surface in a thickness direction.
