The present invention adds solid phase powder to a liquid phase system, where metal cations are dispersed, to synthesize YAG:Ce phosphor powder and adjusts the shape and the size of the solid phase powder used as a seed to control the particle size, the shape and the fluorescent characteristics of the phosphor powder. Al(OH)_3 powder or Al_2O_3 powder may be used as solid phase seed powder, and the particle shape of the solid phase powder may be one among spherical powder, angular powder, nano-particle agglomerated powder and fused powder.
