The present invention relates to a method for preparing a YAG:Ce3+ phosphor powder by solution synthesis using a PVA, and more particularly, to a method for fabricating a YAG:Ce3+ phosphor powder by solution synthesis using a PVA, the method being characterized in that a PVA solution is added to Y and Ce metal salt mixtures so that a ratio of atomic valence of PVA to atomic valence of metal cation is 2:1 to 20:1 (atomic valence of metal cation: atomic valence of PVA anion) and then, a precursor in a gel state is calcined and heat treated (sintered), the precursor obtained by adding Al2O3 seed powder to the mixed aqueous solution. According to the present invention, it is possible to synthesize a phosphor prepared at a low heat treatment temperature and a short retention time, having an equivalent level of light emission intensity to a conventional YAG phosphor without a milling process and a dispersant treatment process after drying and of which particle formation is controllable.
