The present invention provides a black resin composition for a light-shielding film to obtain a black cured film (light-shielding film) of which a reflection color is an achromatic color or black with blue in the achromatic color, and a transparent substrate with a light-shielding film in which the light-shielding film is formed on the transparent substrate. The black resin composition for a light-shielding film contains: (A) a light-curable or heat-curable resin, and/or a light-curable or heat-curable monomer; (B) a black light-shielding particles containing dispersion, wherein black light-shielding particles are dispersed in a dispersion medium; and (C) a color control particles containing dispersion, wherein color control particles are dispersed in the dispersion medium, as essential components. Also, a ratio (D_C/D_B) of the average secondary particle diameter (D_C) of the color control particles in the (C) to the average secondary particle diameter (D_B) of the black light-shielding particles in the (B) is 0.2-1.2. Moreover, A ratio (m_C/m_B) of the mass (m_C) of the color control particle included in the (C) to the mass (m_B) of the black light-shielding particle included in the (B) is 0.03-0.2.
