The present invention relates to a composition having an anti-inflammatory effect and an anti-oxidant effect comprising a safflower sprout extract as an active ingredient by confirming an anti-inflammatory effect and an anti-oxidant effect of a safflower sprout extract with respect to each sprouting timing.
