The present invention relates to a hydrophilc nanofiber cell scaffold comprising PVP-b-PCL block copolymers and a producing method thereof. A hydrophilc nanofiber cell scaffold comprising PVP-b-PCL block copolymers according to the present invention does not have cell toxicity and has an excellent effect on increasing cell adhesion and proliferation by a hydrophilic surface and thus reconstructing three-dimesional artificial skin tissue or being used on developing extracellular matrix bio-materials from skin cells through decellularization and can be helpfully used as a cell scaffold for tissue engineering in various fields.
