The present invention relates to a catalyst for an aqueous phase reforming reaction for producing hydrogen from oxygen-containing hydrocarbon, in which a composite metal consisting of platinum, iron, and manganese is dipped in a mesoporous carbon carrier as an active material. The catalyst according to the present invention has spherical particular activated carbon activated by a carrier, and a mesoporous carbon carrier having an increased specific surface area and pore volume is used, so mechanical strength such as wear resistance is very excellent and filling can be easily and uniformly performed in a fixing layer reactor. Moreover, a composite metal simultaneously including iron and manganese in platinum is used as an active material, and a problem in which platinum which is a jewelry usually used in conventional times is excessively used may be resolved. When hydrogen is produced through an aqueous phase reforming reaction from oxygen-containing hydrocarbon, high efficiency and long lifecycle are ensured.
