Disclosed is an organic-inorganic hybrid solar cell to improve photoelectric conversion efficiency. The organic-inorganic hybrid solar cell including a semiconductor layer modified with metal, nitrogen, and oxygen comprises: upper and lower substrates; first and second electrodes formed to face each other on the upper and lower substrates; an opposite electrode formed on the second electrode; an electrolyte introduced between the first electrode and the second electrode; and a semiconductor layer formed on the first electrode. On a surface of the semiconductor layer, dye and metal nitrate (or metal nitrite) are introduced at the same time. In addition, according to the present invention, a method for manufacturing an organic-inorganic hybrid solar cell comprises the steps of: forming a first electrode on a first substrate; forming a lower substrate by forming a semiconductor layer including titanol dioxide on the first electrode; forming an upper substrate by forming a second electrode facing the first electrode and an opposite electrode on a second substrate; and introducing an electrolyte between the first electrode and the second electrode, and further comprises the step of introducing dye and insulating metal nitrate (or metal nitrite) on the semiconductor layer by depositing the lower substrate in a deposition solution in which metal nitrate (or metal nitrite) is dissolved.
