The present invention relates to a heat-resistant soil pavement layer for a complex, a landscape, a park, a river, a road, and a reclaimed land and a pavement method thereof. According to an aspect, the heat-resistant soil pavement layer comprises: a soil concrete layer including either bottom ash or fly ash, either mortar or concrete, and either emulsion or polymer; a heat-resistant aggregate layer placed on the upper side of the soil concrete layer and including a heat-resistant aggregate; and a surface layer placed on the upper side of the heat-resistant layer.
