An SNMP-based network management system according to the present invention relates to a broadcasting and communications hybrid passive optical network (PON) system which provides a video overlay service to a subscriber, the system comprising: a plurality of residential optical network units (R-ONU) which demultiplex, by each channel, the optical signals multiplexed by the broadcasting and communications hybrid PON system to separate the optical signals into RF video signals and Internet data signals, convert the separated signals to electric signals, and transmit the converted signals to the subscriber; an SNMP-based equipment management system and network management system (EMS/NMS) which provide an operation management network and an interface of multiple system operators (MSO); and a media gateway (MGW) server which performs relaying functions for the EMS/NMS to remotely monitor and control the R-ONUs by monitoring status information for the R-ONUs and transmitting periodically or in real time the status information to the EMS/NMS. The present invention enables not only collection of status information for R-ONUs but also immediate reaction in response to changes in the internal status or a neighboring network environment of R-ONUs by receiving failure or alarm information.
