Provided is an apparatus for forming skein structure, comprising: a mounting part where a plurality of skeins bound in a roll shape are arranged; a transferring part which transports the mounting part to an assigned molding position in order; a molding part which is disposed on an upper part of the mounting part and molds in round shape by pressurizing an edge portion of the skein transported to the molding position. Also, provided is a method for forming skein structure using the same.
