An objective of the present invention is to provide a testing device and a testing method using the same, which can directly service a Flying Tiger display monitor when the Flying Tiger display monitor fails, shorten service time, and perform service work while performing an air defense operation. Another objective of the present invention is to provide a testing device and a testing method using the same, which can service a general CRT monitor different from the Flying Tiger display monitor, and perform technical monitor inspection and failed portion detection. To achieve the objectives, the testing device for a Flying Tiger display monitor comprises: an input voltage measurement unit (1); a main power supply switch (2); a circuit breaker (3); a contrast adjustment switch (4); a brightness adjustment switch (5); a camera (6); a precision measurement unit (7); a self-inspection switch (8); a precision measurement device selection switch (9); an external output terminal (10); and a storage container (11). An AC voltage of 220 V is inputted to a location where the main power supply switch (2) is located, converted into a DC voltage of 28 V by an AC-DC converter, and outputted to the external output terminal (10) connected to the Flying Tiger display monitor. The contrast adjustment switch (4) and the brightness adjustment switch (5) are used to adjust contrast and brightness of the Flying Tiger display monitor.
