The present invention provides a coated steel pipe and a method for manufacturing the same, wherein the coated steel pipe is coated with a graphene complex resin layer (bottom coating), a graphene-sacrificial metal complex resin (middle coating), and a polyethylene resin layer (top coating) in order on the outer circumference of the circular pipe to improve the hardness and electrical conductivity and to prevent the corrosion in a circular and the corrosion diffusion.
